John Simke Chairman of the Board of Directors
John Simke is the founder and former President of CORE.
He retired as a senior partner of PricewaterhouseCoopers in 2006, where
for 22 years he led strategic and performance improvement
projects for several of Canada’s largest corporations, as well as all levels of government.
He led various national practices for PwC, including Financial Management, Change Integration,
Business Process Outsourcing, e-Business and Performance Improvement.
Through his career John has specialized in large-scale performance improvement programs,
in particular those that involve outsourcing arrangements, shared services, public-private
partnerships and other forms of innovative collaboration. He was founding President and
Board member of the Canadian Council for Public-Private Partnerships, an organization formed in
1993 to foster innovative approaches to financing, building, and operating public infrastructure, and a founding Director
of the Smartrisk Foundation an organization dedicated to helping
Canadians better manage risk in their lives.
John Bethel
Assistant Deputy Minister
Alternative Service Delivery Secretariat, Province of British Columbia
As the Assistant Deputy Minister for the Alternative Service Delivery Secretariat (ASD),
John Bethel oversees the delivery of the Province's key outsourcing projects and other priority
transformational initiatives. John has been actively involved in several key ASD initiatives,
and is currently a member of the Joint Executive Steering Committee for the Provincial Laboratory
Information Solution project. He has ten years of consulting experience in both the private and
public sectors, specializing in outsourcing, public/private partnerships, e-commerce strategy and
large-scale transformation projects.
Jim Eckler
President, SCI Logistics Inc.
Jim Eckler is a graduate of
Mathematics, University of Waterloo, and Management Science from the Wharton School of the
University of Pennsylvania. He is a past Chairman of the Supply Chain and Logistics Association of
Canada and a member of the Institute of Management Consultants of Ontario.
Jim has authored numerous articles on a broad range of logistics topics including a textbook on transportation, issued
by the Purchasing Management Association of Canada. He has lectured at York University, McGill University, University of Toronto, and
UBC.
Roxanne Fairweather
Chief Operating Officer, Innovatia
As Chief Operating Officer, Roxanne Fairweather oversees the ongoing business functions
including sales, business development, marketing,
customer solutions, and technology, for Innovatia.
Prior to this appointment, Roxanne was president of Aliant Wireless,
a division of Aliant. Previously she worked in the consumer interactive IT space, launching
the first North American interactive services screen phone, in Atlantic Canada and Ontario.
Roxanne is also Vice Chair of the Board of Governors of the University of New Brunswick.
Greg Gulyas
Vice President, Business Development and Outsourcing Sales, IBM Global Services
Greg Gulyas joined IBM in 1973 and has acquired a broad business perspective
over his 31 years of experience. Greg was formerly VP, Public Sector,
and before that VP Sales & Marketing, IBM Global Services, where he had responsibility
for IBM’s strategic outsourcing business and other infrastructure related services. Prior to these
two roles in Global Services, Greg was VP, Systems Sales with overall responsibility
for IBM's hardware business in Canada. In addition to his sales and general management experience,
Greg's background includes leadership roles in a variety of business transformations and organizational
changes. Greg is a member of the Board of the Canadian Chamber of Commerce and of the Queen's MBA
Advisory Board.
Barbara Hambly
Senior Vice President, People and Learning, Calgary Health Region
Barbara is a senior corporate services professional with over 20 years of diverse experience in large public and private
sector organizations, providing leadership and management guidance to a variety of corporate functions including finance,
business planning, strategy, human resources, and information technology. On April 7th of this year, Barbara transitioned from her role as
Vice President, Financial Strategies and Sustainability to her current role as Senior Vice President of the People and
Learning group with the Calgary Health Region. The new role includes oversight for the outsourced human resources transactional
work as well as the Regions payroll and benefits processing.
Frank Hart
Vice President and General Manager, EDS Canada
Frank Hart is vice president and general manager of EDS Canada. Hart’s role as leader of EDS Canada includes responsibility for all
EDS operations in Canada including sales and business development, service delivery, and all related supporting functions. Before joining
EDS in 2004, Hart held several senior positions including president and CEO of Crown Investments Corporation of Saskatchewan,
vice president of KPMG, and deputy minister of Economic Trade and Development for the Government of Saskatchewan. Hart has
more than 20 years of management experience in North America and Asia in state, local and provincial government operations, both as
an executive manager as well as serving as a strategic adviser and consultant in areas such as natural resources, transportation,
finance, agriculture and industrial development.
Jennifer James
Senior Manager, Outsourcing Center of Competence, BMO Financial Group
Jennifer leads BMO's cross-border team responsible for defining and maintaining the bank's outsourcing governance framework and
providing guidance and support to the lines of business on outsourcing arrangements. Her experience at BMO includes a variety of
roles in technology and operations, corporate audit and personal banking products. Early in her career, Jennifer facilitated the
development and implementation of industry card, security and payments policies and standards though participation on several national
and international executive committees.
Robert Joslin
Principal Everest Group
Recognized as an expert in applying principles of successful outsourcing to shape optimal business solutions,
Robert Joslin, a Principal with Everest Group, has accomplished organizational turnarounds and developed significant
win-win scenarios, positioning clients for enterprise-wide value and competitive-advantage opportunities. From initial
needs assessment, to solution development, through final delivery, he effectively handles all aspects of outsourcing initiatives
for leading organizations, primarily in Canada, Australia, UK, South Africa, and the Netherlands, as well as the US. He is the
Canadian country manager with the Everest Group and is responsible for daily operations including sales and delivery.
Geoff Ogram
Vice President, Asset Management, Hydro One
Geoff Ogram is
responsible for developing Hydro One’s OMA and capital investment programs.
Previously, he led Hydro One's Strategy & Development group. He began his career at Ontario Hydro as a research scientist
in the field of nuclear safety and environmental studies. Since 1991, he has held
various positions of increasing responsibility in the field of planning and business
strategy development and implementation, both at the corporate and at the business unit level. In 2000 and 2001,
Geoff headed Hydro One’s Corporate Development group which negotiated the acquisition of
89 municipal utilities in Ontario. He has an undergraduate degree in physics and applied mathematics,
a Ph.D. in physics and has completed the Senior Executive Program at the Columbia University Graduate
School of Business in New York.
Robert Proulx
Vice President Information Technologies and CIO
Robert Proulx began his career with Bombardier Aerospace in 2000. His previous positions were Senior Vice President
and CIO for ING Canada and General Manager Information Technologies at Hydro-Québec. At the CGI Group,
he managed a number of business offices as Regional Vice President. For Mouvement Desjardins, he
was responsible for information technology planning. He started his career with IBM Canada. Robert
Proulx has a M.Sc. from McGill University. He served on 8 different Board of Directors and is currently also
a member of the Board of Directors for SQLiaison. Active in many professional associations and charity organizations,
he is presently involved in The Conference Board of Canada's Information Technology Insights Discussion Group and is
Vice President of the Fund Raising Campaign for the Centre François-Michelle.
Val Stoyanov
Managing Partner, Internet Business Solutions Group, Cisco Systems
Val Stoyanov is a Managing Partner, Internet Business Solutions Group (IBSG)
at Cisco Systems. His client advisory work has
focused on visioning, strategy, transformation, governance, innovation, and advanced solutions.
Cisco's IBSG team lead by Mr. Stoyanov has helped major organizations in Public Sector, Retail,
Transportation, Manufacturing and Financial Services identify economic opportunity in excess of $1B
through deployment of networked processes and solutions. Mr. Stoyanov is a high-tech industry veteran, with 20 years of leadership experience
in engineering, sales, business development, strategic partnering, and consulting. Prior to joining Cisco in 1999,
Val held leadership positions at Hewlett-Packard and Apple Computer.
Val Stoyanov has a M.Sc. in Electrical Engineering and is a frequent speaker at industry conferences.
Kirsten Tisdale
Senior Client Partner, Korn/Ferry International
Kirsten Tisdale holds a BSC and MBA and has a background in
public and private sector transformation, and alternative service
delivery and complex project/solution implementation.
She began her career at Industry Canada and the Deptartment of Foreign Affairs
and then moved to the private sector where she worked with Capgemini founding their eBusiness practice and leading the
Western Canadian Public Sector and Outsourcing Practices. Kirsten was recruited by the BC Government's Office of the
Premier to lead the Alternative Service Delivery
Project Secretariat. In February, 2006, she joined
Korn/Ferry International as Senior Client Partner in Vancouver.
Kirsten is also a Director on the Board of Canada Health Infoway.
Tony Vantellingen
VP Operations, Serco Management Solutions Inc.
As Vice President Operations, Serco Facilities Management Inc.
Tony Vantellingen is responsible for the operational oversight of Serco’s Canadian contracts and
Public Private Partnerships. Previously, he was a Director of Business Development. Tony spent several
years at Serco’s Goose Bay facility as Site Manager and Finance Director. He has degrees in Mathematics
and Accounting from the University of Waterloo.
